Ratcop is a worrier. He particularly worries about rules. If a rule is there then it's got to be observed, no matter what, no questions asked.
The GollyGum Police Station is so full of rule books that there is hardly anywhere to sit. There's rules about what to do on very hot days and what to do on very cold days. There's rules about how to arrest bank robbers and rules about lost dogs. Apart from that there's rules about riding bicycles on footpaths and rules about making noises late at night. Not to mention the rules about washing behind your ears and how to detect corporate crime.
Poor Ratcop just can't escape rules. He goes over them whenever he has a spare moment - which is quite often in GollyGum, because apart from the occasional trouble caused by the Croc family, things are quite peaceful.
Which is why Ratcop was so quick to jump into the Copcar when he heard the sound of the Red Car revving madly in the distance. Racing around in the Copcar was a very nice change from reading rule books.
Unfortunately Ratcop doesn't understand cars very well, and there is one rule he's not good at keeping. Rule 144(b), subsection iii, paragraph 14, states that Police Officers should regularly top up the radiators of their Copcars with water. Unfortunately Ratcop forgets to do this which means that the Copcar frequently overheats and conks out. But eventually it cools down again and ratcop can get underway.
